Exclusive Stewardship During the initial ten-year phase, we sell licenses exclusively to clients of Consortium members. This exclusivity is protected: if a license were ever sold to a non-member entity, it would trigger an immediate, unconditional release of the core source code to the Five.

Client-Centric Escrow We maintain an airtight "Availability Escrow." If our core team is unable to support the protocol or if there is a demonstrable fault within the binary that goes unaddressed, the source code is released to the firm to ensure their client’s records remain verifiable.

Neutral Coordination During this decade of growth, we act as the referee. All National Five members stand on equal footing within the Consortium. Our role is to prevent political sandbagging and maintain a unified technical standard across all five practices.

Technical Operationalization Membership requires the establishment of a dedicated Ledger Center of Excellence. We provide the institutional knowledge transfer required to manage the protocol at the compiler level, ensuring your senior leads can eventually operate without our intervention.

The Final Handover At the conclusion of the ten-year stewardship, active members of the Consortium earn full access to the source code. At this point, our capacity to charge for licenses ends, and the National Five become the permanent, self-governing stewards of the Parallel Ledger.

Residual Rights Post-transition, we retain the right to sell licenses and source code to non-competing entities, such as Sovereign Wealth Funds. This ensures the protocol can expand into state-level infrastructure without diluting the professional service monopoly held by the Five.
